The Road to a New Balance of Fiber in China
China’s ban of all solid waste imports took effect on January 1, 2021. This has further limited the access of China’s containerboard mills to recovered fiber. However, the leading containerboard producers seem to be finding a ‘new balance’ for their domestic fiber and containerboard needs, thanks to early overseas investments in recycled pulp and containerboard capacity. This is not the case for small and mid-sized paper mills, many of which experience higher survival costs. The changing fiber market landscape leads to further consolidation of the Chinese containerboard industry.
